Ramsey Green


Ramsey is a partner of GCE Green Development, LLC., a partnership with GCE focused on building a portfolio of historic, energy efficient real estate in New Orleans. Additionally, Ramsey owns Tulipan Solutions, LLC., a consulting firm focused in the infrastructure, disaster response/recovery, construction, and education sectors. Previously, Ramsey served as the Deputy Superintendent for Operations of the Louisiana Recovery School District (RSD), where his responsibilities included managing the reconstruction of the district’s school facilities, financing, and general district operations.

At the RSD, Ramsey led the negotiations with the federal government that increased the amount of FEMA rebuilding funds to New Orleans schools in the wake of Hurricane Katrina from approximately $200 million to more than two billion dollars, the largest FEMA allocation to a local government in history. Prior to his service at the RSD, Ramsey served as the Education Policy Director at the Louisiana Recovery Authority (LRA), managing the deployment of hurricane recovery funds after Hurricanes Katrina and Rita. Additionally, Ramsey founded and continues to operate RG Development, a community-based investor fund that purchases, renovates, and manages rental housing throughout southern Louisiana. A former Teach For America corps member, Ramsey taught high school social studies in Franklin, Louisiana.

Ramsey received a B.A. with Honors in Politics from New York University, a Master in Public Administration from the University of Pennsylvania where he was a Samuel Fels Scholar, and a certificate in local and state government for senior executives from the John F. Kennedy School of Government at Harvard University, where he was a Fisher Fellow. Ramsey is an adjunct professor in the Homeland Security Studies Program at Tulane University, is the chairman of the board of the New Orleans School Facility Finance Foundation (the tax credit board for New Orleans public schools), and was a member of the inaugural class of the Presidential Leadership Scholars, a leadership initiative started by the presidential foundations of U.S. Presidents Clinton, Johnson, George H.W. Bush, and George W. Bush. Ramsey lives Uptown with his wife, Danielle Del Sol, and their daughter, where he is heavily involved in the Wisner Park community.
